In most cases if you were born on a plane they determine your place of birth as the place where the plane lands as long as the departure and destination sites of the mother were both in the U.S. Exceptions can be granted but other than by famous and rich people it is rarely contested. If you are overseas your citizenship may vary depending on our relationship with that country but generally if you enter U.S. airspace and give birth then the baby is a U.S. citizen native to the state that the plane was flying over at the time. It has something to do with our immigration laws. Some countries recognize a plane from the U.S. as being under our control so if the baby is born on board the plane they use the airport location that the plane departed from instead. There is also a law that pertains to royal dignitaries giving birth to a child in the U.S. It excludes them from citizenship.
